…Senate targets election costs with major reforms
The Nigerian Senate has taken a major step toward reducing the skyrocketing cost of elections by passing a bill to amend the Electoral Act 2022. The proposed legislation, which cleared its second reading yesterday, aims to streamline the electoral process, cut expenses, and empower elected officials to participate in party conventions.
Sponsored by Senator Saliu Mustapha (Kwara Central), the Electoral Act (Amendment) Bill, 2026 (SB. 701) was first introduced on February 12, 2025. Leading the debate, Mustapha stressed the urgency of electoral reforms, citing the staggering rise in election expenses, from N1.5 billion in 1999 to N350 billion in 2023, as unsustainable.
Key Amendments to Curb Costs and Boost Participation
One of the bill’s major proposals is same-day elections to eliminate the financial strain of staggered voting. Mustapha argued that consolidating elections would significantly cut expenses on logistics and security while boosting voter turnout.
Another crucial reform is the shortening of campaign periods to ease financial pressure on political parties and candidates. “A streamlined campaign process will prevent excessive spending and ensure politicians focus on governance rather than prolonged politicking,” Mustapha said.
Additionally, the bill seeks to reinstate elected officeholders, such as the president, governors, and lawmakers, as ad hoc delegates in party conventions. The 2022 Electoral Act currently excludes them from this role, a restriction Mustapha described as “unfair and counterproductive.”

The senator pointed to successful election models in countries like the United States, India, and Brazil, which hold elections on a single day to cut costs and enhance efficiency. He emphasized that similar reforms in Nigeria would free up funds for critical infrastructure projects and other national priorities.
As deliberations continue, the bill’s passage could mark a significant shift in Nigeria’s electoral landscape, making elections more cost-effective and inclusive.
