The Nigerian Supreme Council for Ecclesiastical Affairs (NSCEA) has strongly condemned the recent policy enacted by Governor Umar Bago of Niger State, which mandates that preachers submit their sermons for government approval prior to public delivery. This policy constitutes a clear violation of Nigerians’ fundamental rights, particularly their freedoms of thought and religion, as guaranteed under Sections 38 and 39 of the Constitution of the Federal Republic of Nigeria.

The NSCEA joins other leading voices, including the Christian Association of Nigeria (CAN) and the Concerned Christian Youth Forum (CCYF), in denouncing the policy as “ill-conceived, discriminatory, oppressive, and anti-religious.” Such a measure undermines the principles of democracy, human rights, and the rule of law.

Key Concerns

Erosion of Religious Freedom: The policy infringes upon the constitutional right to freedom of thought, conscience, and religion, a cornerstone of Nigerian society.

Misplaced Priorities: Rather than addressing critical issues such as poverty, insecurity, and underdevelopment, the government is curtailing religious freedoms essential to citizens’ well-being.

International Implications: The policy contravenes international human rights commitments, including the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights, both ratified by Nigeria.

Call to Action

The NSCEA urges Governor Bago to immediately revoke this policy and redirect government efforts toward addressing Niger State’s pressing developmental challenges, including:

Insecurity: Rampant banditry, kidnappings, herder-farmer conflicts, communal violence, and attacks by unknown gunmen continue to threaten lives, displace communities, and disrupt economic activities, deterring investment and development.

Poverty Alleviation: With over 64% of the population living below the poverty line, priority must be given to economic development programs and social welfare initiatives.

Education: Adult literacy, currently at 38.1%, requires urgent attention to empower citizens and unlock human potential.

Infrastructure Development: Provision of essential services such as electricity, healthcare, and clean water is critical to improving quality of life.

By opposing this policy, the NSCEA reaffirms its commitment to safeguarding Christian religious freedom and fostering a society where people of all faiths coexist peacefully. We call on religious leaders, civil society organizations, and the public to join us in condemning this policy and advocating for the protection of all Nigerians’ rights.
