U.S. Targets 12 Northern Nigerian Leaders Over Religious Persecution

The United States has announced plans to sanction 12 northern Nigerian governors, senior judges, and influential traditional rulers over allegations of religious persecution, amid claims by U.S. lawmakers of a “Christian genocide” in the region.

The proposed sanctions respond to mounting concerns in Washington about religious freedom, the enforcement of Sharia, and blasphemy laws in several northern states. U.S. legislators contend that the officials targeted either facilitated or turned a blind eye to attacks against Christians and other minority communities.

This initiative is part of a broader bill aimed at imposing penalties on public figures accused of fostering religious intolerance. If enacted, the sanctions could include visa bans, asset freezes, and other restrictions under the United States’ global human rights framework.

The move follows statements by U.S. President Donald Trump, who recently claimed that thousands of Christians have been killed in Nigeria. Trump called for urgent action, instructing Congress to investigate and hold accountable those responsible “without delay.”

Central to the debate is the Nigeria Religious Freedom Accountability Act of 2025, sponsored by Senator Ted Cruz. The legislation designates Nigeria as a “Country of Particular Concern” and proposes sanctions against officials deemed to have “promoted, enacted, or maintained blasphemy laws.” It also seeks increased monitoring of states enforcing Sharia criminal codes.

The states highlighted in the bill include Zamfara, Kano, Sokoto, Katsina, Bauchi, Borno, Jigawa, Kebbi, Yobe, Kaduna, Niger, and Gombe. Other states, including Kwara, Kogi, Plateau, Benue, Nasarawa, Taraba, and Adamawa, operate primarily under a secular legal framework, with Sharia applicable only to personal matters.

Critics argue the bill oversimplifies Nigeria’s complex security challenges. Nigerian authorities maintain that the country does not persecute Christians and that northern insecurity largely stems from terrorism, banditry, and criminal networks rather than religious policy. They also emphasize that Sharia applies solely to Muslims and that constitutional courts can overturn Sharia rulings when necessary.

Tensions escalated after the U.S. warned it could suspend aid or consider military intervention if the alleged killings persist. A senior U.S. official additionally stated that the American government is prepared to “kill the Islamic Terrorists” should Nigeria fail to protect Christian citizens.

The Nigerian Presidency confirmed that President Bola Tinubu is scheduled to meet with Donald Trump to address the allegations and reinforce counter-terrorism cooperation. Government officials said the discussions aim to clarify the situation and ensure the U.S. receives accurate information regarding violence in the country.

Diplomatic and security experts caution that sanctions could impact Nigeria’s access to U.S. military equipment, intelligence-sharing arrangements, and foreign aid. They note that addressing religiously motivated mob violence, interfaith tensions, and weak prosecution of blasphemy-related crimes is essential to prevent further escalation.

Observers also highlight that both Muslim and Christian communities have suffered severe attacks from extremist groups, particularly in Nigeria’s North-East, North-West, and North-Central regions. The 2022 killing of Deborah Samuel in Sokoto over alleged blasphemy drew national and international condemnation, prompting calls for stronger legal protections and swifter justice for victims of religious violence.
