A new publication documenting a model of subnational development, institutional reform and people-centred governance has been launched in Abuja, with policymakers, academics, civil society actors and media practitioners describing the work as a valuable resource for present and future African leaders. Titled “Ogbeni: The Osun Renaissance Years” and authored by Olakunle Abimbola, the book was formally presented at a public policy gathering hosted by Rovingheights in Garki, Abuja, amid discussions on how subnational governments can achieve sustainable socio-economic transformation despite fiscal constraints and other governance challenges.
Rather than serving solely as an administrative memoir, the publication presents an analytical account of governance and development, drawing lessons from the 2010 to 2018 administration in Osun State and documenting practical approaches that can potentially be adapted by other subnational entities across Africa. The book examines how leadership, institutional innovation and strategic policy interventions can be deployed to address developmental challenges while strengthening the capacity of government to deliver meaningful outcomes to citizens. It places particular emphasis on the importance of preserving institutional memory and documenting governance experiences that can provide practical lessons for policymakers and public sector practitioners.
The publication also examines strategies for building subnational economic resilience in periods of economic difficulty, including approaches to internal revenue generation, infrastructure development and social service delivery. It highlights how governments operating within constrained fiscal environments can prioritise resources, strengthen institutions and pursue development programmes capable of producing measurable social and economic impact. The book further explores the relationship between effective public administration and inclusive development, offering insights into how governance structures can be strengthened to respond more effectively to the needs of citizens.
Among the specific interventions examined in the book is a budget system designed to make it structurally more difficult to divert public resources, emphasising institutional safeguards rather than relying solely on punishment after wrongdoing occurs. The publication also examines the Opon Imo tablet programme, which provided digital learning tools directly to secondary school students as part of efforts to bridge educational gaps and expand access to learning resources.
Speaking at the launch, the event host, Salamatu Sule, underscored the importance of documenting practical governance experiences and making them accessible to a new generation of public leaders. Sule said Africa’s development journey depended significantly on the ability to preserve and share tested models of subnational administration, describing the publication as a useful manual for emerging leaders, policy analysts and institutional reformers seeking to translate administrative vision into tangible public impact.
Another major focus of the book is people-centred policy, particularly investments in human capital, education and social protection. It documents interventions designed to strengthen citizens’ capacity to participate in economic activities while highlighting the role of targeted social safety measures in protecting vulnerable populations. The publication argues, in practical terms, that sustainable development at the subnational level requires governments to place citizens at the centre of policy design while simultaneously building institutions capable of delivering programmes efficiently and transparently.
The Abuja event brought together public policy experts, academics, civil society representatives and media practitioners, who participated in discussions on the relevance of local governance models to Africa’s contemporary socio-economic realities. Participants stressed the importance of documenting successful and challenging governance experiences as a means of facilitating institutional knowledge transfer, strengthening democratic accountability and helping future administrators avoid repeating past mistakes. The discussions also examined how lessons from subnational governance can be adapted to address emerging economic pressures, institutional bottlenecks and the growing demand for inclusive development across African societies.
