Cavan Sullivan’s long-awaited move to Manchester City remains on the horizon, but the American teenager’s future has suddenly become one of the most intriguing transfer stories in football.
Sullivan, who turned 17 on September 28, has been tied to Manchester City since signing a historic professional contract with Philadelphia Union as a 14-year-old. The agreement was designed to keep him in Philadelphia during his development before a move to England when he becomes eligible.
But with uncertainty surrounding Manchester City following the Premier League’s recent financial ruling, questions are now being raised over whether the original plan will remain unchanged.

The development comes at a remarkable moment in Sullivan’s young career.
The Philadelphia-born midfielder has enjoyed a sensational September, scoring four goals and providing five assists as the Union won all five of their matches.
His performances earned him the MLS Player of the Month award for September, making him the youngest player ever to receive the honour at just 17 years and two days old. He also became the first teenager to record a goal or assist in eight consecutive MLS matches.
Sullivan finished the month with nine goal contributions, underlining why some of Europe’s biggest clubs have been watching his development.
His rise has been extraordinary from the beginning.
In July 2024, Sullivan made his MLS debut at just 14 years and 293 days, becoming the youngest player to appear in an MLS match. Philadelphia Union had already identified him as one of the most promising products of their academy.
The Manchester City Agreement
Manchester City and Philadelphia Union reached an arrangement that was expected to eventually take Sullivan to England.
Reports at the time indicated that City could pay up to $5 million for the teenager when the transfer is activated. Because of age and international transfer regulations, however, Sullivan cannot simply move to Manchester and play for City’s first team immediately.
The original agreement made City the clear destination in Sullivan’s long-term development plan.
However, his representative, Dan Segal, has now acknowledged that there is a pre-agreement with City while stressing that circumstances can change.
“It’s true that there’s a pre-agreement with them for Sullivan, but you never know what might happen,” Segal said, according to Sport Witness.
That comment has added fuel to speculation that other European giants could attempt to take advantage of the uncertainty.
Reports have linked Barcelona and Real Madrid with interest in Sullivan, while Paris Saint-Germain has also been mentioned among clubs monitoring his situation.
For now, however, there is no confirmed announcement that Sullivan’s agreement with Manchester City has been cancelled.
Instead, the situation appears to be one of uncertainty around a deal that remains in place while Manchester City’s wider legal battle develops.
Manchester City was recently found guilty of 114 of 115 financial-rule breaches following the Premier League’s investigation, according to Reuters. The club has denied wrongdoing and is expected to appeal the findings. Potential sanctions have not yet been determined.
That uncertainty is particularly significant for a young player whose move to England is still some distance away.
While the football world debates where Sullivan will eventually play, the teenager appears focused on what is happening on the pitch.
His latest performances have only increased the attention surrounding him.
From becoming the youngest MLS debutant to winning the league’s Player of the Month award before turning 18, Sullivan has continued to break records at an extraordinary rate.
Manchester City may still be the destination that was mapped out for him years ago.
But with Europe’s biggest clubs watching and City’s future still surrounded by uncertainty, the next chapter of Cavan Sullivan’s career could become even more fascinating.
For now, one thing is clear: the teenager once described as America’s next big football talent is rapidly becoming a name the entire football world is watching.
