Postal Workers Union Rejects Federal Report, Accuses Mediator of Bias Towards Canada Post

The Canadian Union of Postal Workers (CUPW) has strongly rejected a recent report by federal mediator William Kaplan, claiming the recommendations overwhelmingly favour Canada Post’s position while undermining workers’ rights and public service.

Kaplan’s report, made public Friday, paints a dire picture of Canada Post’s financial health, stating the Crown corporation is “effectively bankrupt” and requires immediate changes to avoid collapse. His proposals include closing more rural post offices, expanding community mailboxes, phasing out door-to-door mail delivery, and introducing weekend parcel services through part-time workers.

In response, CUPW criticized both the findings and the process, calling the report “deeply flawed” and based on questionable information. “We fundamentally disagree with the bulk of its recommendations,” the union said in a statement. “These suggestions amount to service cuts, outsourcing, and a rollback of critical protections in our collective agreements.”

The union expressed concern that these changes would not guarantee a boost in Canada Post’s parcel business, while significantly eroding jobs and public postal services.

The controversy comes ahead of a critical May 22 deadline to reach a new agreement or face a possible strike or lockout. Last year, postal workers staged a 32-day strike before federal intervention forced a return to work.

Kaplan’s report also casts doubt on the potential for successful negotiations or arbitration, suggesting the government may need to revise Canada Post’s mandate entirely.

Canada Post had earlier paused contract talks, accusing CUPW of stalling progress, a claim the union disputes. CUPW is now calling on Canada Post to return to the bargaining table.

Canada Post CEO Doug Ettinger welcomed Kaplan’s assessment, calling it “frank” and necessary to address evolving delivery demands amid broader economic pressures.

Employment Minister Patty Hajdu, who received the report and met with both parties Friday, urged both sides to focus on shared goals and reach an agreement. The union said the minister assured them Canada Post remains committed to negotiations.

CUPW concluded by noting that Kaplan acknowledged government interference has partly contributed to the current crisis. While the union remains cautious, it said it is prepared to continue talks, provided Canada Post presents meaningful proposals.
